Welcome to the seminar: On the Margins of the Labour Market – Researcher and Expert Seminar on Labour Market Policy.

Tampere University invites you to a full-day participatory seminar that delves into the changing landscape of Finnish active labour market policy, focusing on labour market margins, atypical employment, activation measures, conditionality of social security, and public employment services. The event presents new empirical research findings on how the implementation and changes in labour and employment policies affect different groups of workers and jobseekers, such as immigrants, youth, and those in precarious employment.

This participatory event is an opportunity for all individuals, organisations, and unions to voice their concerns and engage directly with practitioners and researchers in open debate about the future of social welfare and unemployment benefit policies in Finland.

 

The morning session (9:00–11:00) consists of an open research seminar. Participants will have the opportunity to present ongoing or completed research or development work and/or bring field experiences into research-based discussions. In addition to researchers, we include representatives from NGOs and organisations providing employment and integration services. Call for papers is open until 5.11.2025: Submit your abstract here

In the afternoon (12:00–16:30), the closing seminar of the project Employment and Social Security Careers of the Population out of Labour Force, funded by the Kone Foundation, opens the discussion on current policies in light of recent research findings. Two participatory panels will feature decision-makers, researchers, representatives of employment and integration services, employers and employees, and field experts. We encourage open participation and invite the audience to engage in discussions and interactions with the panellists.

Policymakers, researchers, labour unions, social workers, advocacy groups, and anyone interested in shaping a more equitable and effective welfare system.

This seminar is more than a research presentation; it is a platform for democratic dialogue and collaborative policy innovation. Join us in reimagining how Finland supports those not in employment.
