Description:
The complex and rapidly changing safety and security environment call for new ways of thinking in order to answer to the developments and challenges in the surrounding societies. Smart governance, smart cities and smart services have increasingly been making their way during the past decade but more research is still needed to understand especially the relationship of smart services and security. What possibilities are there in the field of security regarding providing smart public services and, on the other hand, what kind of challenges they might impose?

Furthermore, the state has traditionally been seen as the main provider of security but empirical research shows that there has been a tendency towards privatization of security services for the past few decades and much of the responsibility for providing security for citizenry has been moving from governmental to nongovernmental hands. This has, on the other hand, led to co-production of the security services and formed networks between governmental and nongovernmental actors but also raised questions about the coordination and accountability of the services.

The purpose of the panel is to discuss and develop the understanding of security governance and its relationship to smart services. We are calling for papers related to the theme but also welcome papers on wider security themes (e.g. security governance and administration, societal security, transformation of traditional security practices and threats, policing and police management).
